GENERAL RULES

The Zagreb Snowflakes Trophy 2005 will be conducted in accordance with the ISU General Regulations 2004 and Special Regulations for Synchronized Skating 2004 as well as all pertinent ISU Communications. The teams must belong to an ISU Member (Rule 130, paragraph 7), the ages must fall within the limits specified in Rule 108, paragraph 3a. All skaters must qualify with regard to eligibility according to Rule 102 and participation and citizenship requirements according to Rule 109, paragraphs 1 and 2 d) and ISU Communication 1118.

CATEGORIES

The following categories are included:

Seniors: Short Program and Free Skating Program
Juniors: Short Program and Free Skating Program
Novices: Free Skating

The final results will be determined according to the ISU Regulations 2002.

ENTRIES AND NOMINATIONS / REGISTRATION

Each ISU Member Association may enter two (2) teams per category. The organizer reserves the right to limit the number of entries per Member.

Entries of Teams, nominated Judges and Team Managers/Leaders may be made only by the Member concerned (except for Novice Event where this can be done directly by the clubs) on the designated Official Forms.

Preliminary Entries, indicating participation of the ISU Member (or club), have to be submitted not later than November 15, 2004, while Final Entries, with the name of selected Team and Judge, must be submitted not later than January 7, 2005. (Please enclose team photo - no coaches included).

If invited Members are unable to accept the invitation to participate, they would have notify this to the Organizing Committee by no later then November 1, 2002.

The registration for Referees, Judges, Teams, Accredited Coaches and Team Managers/Leaders will take place at the Four Points - Panorama Hotel (official hotel) starting from Wednesday, February 23, from 8:00 till 20:00 and on Thursday, February 24, from 8:00 till 18:00.

All registered skaters have to enclose copy of their passport when they sign in.

ENTRY FEES

An anticipated entry fee of EUR 320. - per team is required at the time of application, amount to be paid through Bank currency transfer.
Expiry date of entry is January 7, 2005. Should a team withdraw from the event after that date, same amount will not be returned (See Entry Fee Information).

JUDGES

Each participating ISU Member may nominate at least one (1) Judge for International competitions, listed on the ISU List of Referees and Judges for Synchronized Skating 2004/2005. For Novice Event organizer will accept national judges as well. Referees will be nominated by the Organizing Committee and chosen from the ISU list.

The Organizer will cover the traveling expenses for invited Referees. The flight tickets ordered should be Apex or Super Apex air tickets. The Organizer will provide ground transportation for all nominated Judges and Referees.

The expenses (room and meals) of all nominated Judges and Referees will be borne by the Organizer starting with lunch on Thursday, February 24 to lunch Sunday, February 27, 2005 for the European Judges, and from dinner, Wednesday, February 23 to breakfast Monday, February 28, 2005 for the non-European Judges.
Spouses and other persons accompanying teams are not included. All other expenses shall be the responsibility of each official.

JUDGES MEETING

The first Judges Meeting will be held on Thursday, February 24, 2005, at 17:00 at the Four Points - Panorama Hotel.
The Judges Event Review Meetings will be held on Sunday, February 27, 2005 between 8:00 and 11:00 a.m. at the Four Points - Panorama Hotel.

TECHNICAL RULES

Zagreb Snowflakes Trophy 2005 will be run in accordance with appropriate ISU Rules (ISU General Regulations and ISU Special Regulations for Synchronized Skating) for Seniors and Juniors, including recommendations (Communication No.985, paragraph III.) for Novices.

The following should be noted:

Teams may enter more then one category using different music and a different program, with a minimum 50% change in skaters. Only those skaters whose names are listed on the registration form will be allowed to skate. The OBO accounting system will be used for this competition.

a) Senior Teams: shall consist of 16 to 20 skaters, whom must have reached at least age of 14 by July 1, 2004.

Short Program: maximum 2 minutes 40 seconds Factor 0,5 (33,3%)
Free Skating Program: 4 minutes 30 seconds (± 10 seconds) 1,0 (66,7%)
1,5 (100%)

b) Junior Teams: shall consist of 12 to 20 skaters, whom must have reached at least age of 12 but not have reached the age 19, by July 1, 2004.

Short Program: maximum 2 minutes 40 seconds Factor 0,5 (33,3%)
Free Skating Program: 4 minutes (± 10 seconds) 1,0 (66,7%)
1,5 (100%)

b) Novice Teams: shall consist of 12 to 20 skaters, whom must have not reached the age 15, by July 1, 2004.
Free Skating Program: 3 minutes 30 seconds (± 10 seconds) 1,0 (100%)

The layout of the arena with the entrance to and exit from the ice, judge's stand, etc. will be forwarded to each participant upon receipt of the team entry form.

CITIZENSHIP/ RESIDENCE REQUIREMENTS

In accordance with ISU Rule 109 and ISU Communication No. 1117, all skaters who do not have the nationality of the Member by which they have been entered or who, although having such nationality, have in the past represented another Member, must produce an ISU Clearance Certificate.

MUSIC

All teams shall provide their competition music of excellent quality, on magnetic tapes (either Cassette, or CD (Compact Disk). The team must submit two (2) copies for each program at the time of registration. All cassettes or CD's must be properly inserted in their original container and be clearly identified with the name of the team, the category (junior/senior/novice), the type of program (short program/free skating) and must show the exact running time of the music (not skating time). Please see Form 4.

HOTEL ACCOMODATION

The Four Points - Panorama Hotel is the official Hotel for Judges, Referees and ISU (capacity of 160 rooms and suites - 350 persons). The Four Points - Panorama Hotel is located across the street from "Dom sportova" Arena. Transportation will not be necessary to and from the event.

Reservations have to be made directly to the hotel on a first come first serve basis. For those who want accommodation in other hotels, there is a list of hotels (which support Zagreb Snowflakes Trophy 2005) with special prices on Form HI-2.

A priority for accommodation in official hotel will be according to receiving order of entries.
Favorable conditions will be offered to the teams (see Hotel conditions attached - Forms HI-1 and HI-2).
Meals will be available at the Hotel Panorama (for teams accommodated there) or in the restaurant in Dom sportova Arena, both with a special rate of EUR 12,- per meal (See Form 6).
Accommodation and meals for participating teams is at their own expense.

TRANSPORTATION

Teams arriving in Croatia by coach will be independent (organized parking place by Four Points - Panorama Hotel or by Dom sportova Arena).
For the other teams a bus will be available at cost (See Form 8).
The Organizing Committee grants the transportation of the invited Referees and Judges from/to Zagreb Airport or Railway Station.

ICE RINK

Arena "Dom sportova" is located at Trg sportova (opposite from official Four Points - Panorama Hotel) almost in the center of Zagreb. Easy to be reached: 30 minutes by car from Zagreb Airport, 10 minutes by car from the Railway Station.
"Dom sportova" has a capacity of 5.000 seats. The ice surface in size 30 x 60 m is artificial and arena will be warmed up during the competition.

PRACTICE ICE

The official practice will start on Friday, February 25, 2005. Each team will be allowed a 10 minute period of official practice ice for the Short Program and 12 minute period for the Free Skating Program, free of charge.
No extra practice ice will be available after the Official Draw.
For extra practice ice (Thursday, February 24, 2005) see enclosed Form 4.

DRAW

The Opening Draw Ceremony will be made on Thursday, February 24, 2005 at 18:30 (see PRELIMINARY SCHEDULE) at the Four Points - Panorama Hotel or at Dom sportova Arena (to be determined). The intermediate draw will take place at the Arena (close to warm up space) immediately after the end of the Short Program.

OPENING CEREMONY

The Opening Ceremony will be held at Dom sportova Arena on Friday, February 25, 2005, at 16:00.
Three skaters from each team will take part in this ceremony as banner carriers.

MEDALS AND TROPHIES

Trophies will be presented to the wining team in each category.
Medals will be presented to the top three finishing teams in each category.

COMPETITORS PARTY

The Competitors Party will be held on Saturday, February 26, 2005 at 22:30.
(See enclosed Form 7).

LIABILITY

In accordance with ISU Rule 119, Croatian Figure Skating Federation and the Organizing Committee for the competition accepts no liability for injury or damage sustained by competitors or officials. The Organizing Committee will not be providing participant insurance coverage for the event. Each Member is expected to provide its own insurance protection. The Organizing Committee will provide emergency medical services for all participants during the competition and official practice.

MEDICAL INFORMATION

Each team manager should be able to give important medical information for each skater for use in case of emergency/accident. Such information should include but is not limited to the following, and will greatly help local medical and emergency personnel:

  • allergies
  • existing medical conditions (i.e. asthma)
  • current medications
  • immunizations
  • blood type
  • use of glasses, contact lenses, dental appliances
    allergies

DOPING CONTROL

Anti-doping tests may be carried out in accordance with the valid The World Anti-Doping Code (ISU Anti-Doping Rules / Communication 1280, ISU Anti-Doping Procedures / Communication 1281, ISU Procedures for Blood Testing / Communication 1282 or any further update of this Communications).

PUBLICITY WAIVER

Each individual and/or team, waive any and all rights to financial remuneration or other compensation for the use or reproduction of their image or likeness, or that of their synchronized skating team, and grant permission to use same, as or in publicity prior to, during or following the Zagreb Snowflakes Trophy 2005, in Zagreb, Croatia.

TICKETS

Each team participating will be provided with 6 free passes (Team Manager, Coach, Assistant Coach, Medical Person, two (2) Team Service Personnel) and one (1) for Team Leader per participated ISU Member. The Organizer will reserve extra tickets at price of 2 EUR ticket/day.

ENTRY FEE INFORMATION

The fixed fee per team is EUR 320 (Bank commission included).

To be kindly paid through the bank currency transfer.
Expiry date of the Entry Fee acceptance is January 7, 2005.
